The City of Kountze has adopted complaint and grievance procedures regarding its Texas Community Development Block Grant Programs. These procedures outline the steps for a citizen to follow if s/he wishes to file a written complaint about proposed TxCDBG activities. The City will make every effort to respond fully to such complaints within ten (10) working days. Citizens may obtain a copy of these written procedures at City Hall between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday. To promote fair housing practices, the City of Kountze encourages potential homeowners and renters to be aware of their rights under the National Fair Housing Law. Title VIII of the Civil Rights Act of 1968, as amended, prohibits discrimination against any person on the basis of race, color, religion, sex, handicap, familial status or national origin in the sale or rental of units in the housing market. NOTICE TO BIDDERS FOR THE INTENTION OF THE CITY OF KOUNTZE TO LET CONTRACT FOR THE CONSTRUCTION OF CITY OF KOUNTZE HURRICANE IKE/DOLLY RECOVERY ROUND 2.2 –DEER STREET IMPROVEMENTS - GLO CONTRACT NO. 12-403-013
SEALED PROPOSALS addressed to Mr. Roderick Hutto, City Administrator, P.O. Box 188, Kountze, Texas 77625 will be received until Thursday, May 1, 2014 at 2:00 p.m. for furnishing all labor, equipment, materials, supplies, and supervision necessary for the construction of 2012 City of Kountze Hurricane Ike/Dolly Recovery Round 2.2, Deer Street Improvements, in accordance with the plans and specifications on file at KSA Engineers, Inc. At the time stated, bids will be opened and publicly read at the City Hall, Kountze, Texas. The project consists of the following major items:
4,800 linear feet of asphalt reconstruction.
PLANS AND SPECIFICATIONS may be examined without charge at the City of Kountze City Hall. Contract documents including bid proposal forms, plan sheets, and specifications for the Project may be viewed and downloaded free of charge (with the option to purchase hard copies) at www.civcastusa.com on or after Wednesday, April 9, 2014. Scanned plans and specifications (PDF format) are available for pick-up only on CD for a non-refundable price of $25.00 from KSA Engineers, Inc. 107 West Lufkin Avenue; Suite 200, Lufkin, Texas 75904, Telephone: 936-637-6061. Printed copies of the Contract Documents may also be viewed at the Engineer’s office.

A CERTIFIED OR CASHIER'S CHECK, or an acceptable bid bond in an amount not less than five percent (5%) of the total bid shall accompany each bid as a guaranty that, if awarded the contract, the bidder will promptly enter into contract with the City of Kountze and furnish bonds on the forms provided.
THE SUCCESSFUL BIDDER OR BIDDERS will be required to furnish a Performance Bond and a Payment Bond, each in the amount of the contract, written by a responsible surety company authorized to do business in the State of Texas, and satisfactory to the Owner as required by Article 5160, V.A.T.C.S.
BIDDERS ARE expected to inspect the site of the work and to inform themselves of all local conditions. Time of substantial completion shall be 120 calendar days including Saturdays, Sundays, and legal holidays.
BIDDERS WILL be allowed to modify or withdraw bids prior to the scheduled closing time for receipt of bids. No bid received after the scheduled closing time for receipt of bids will be accepted or opened. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least 90 calendar days.
IN CASE of ambiguity or lack of clearness stating the price in the bids, the City of Kountze reserves the right to consider the most advantageous construction thereof, or to reject the bid. The City of Kountze reserves the right to reject any and all bids and to waive any informality in the bids.

ATTENTION is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Rural Affairs and contained in the contract documents, must be paid on this project. This project will utilize federal funds.
ALL CONTRACTORS/SUBCONTRACTORS who are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.

The Silsbee ISD Administration is accepting Competitive Sealed Proposals for the following: CSP#2014-03-28 Roofing Overlay of Laura Reeves Elementary.
A pre-proposal conference will be held on Thursday, April 10th, 2014 at 9 a.m. at the Laura Reeves Elementary School, 695 Woodrow Road, Silsbee Texas 77656. Plans and specifications may only be obtained at the pre-proposal conference. Measurements are the responsibility of the Contractor. It is highly recommended that contractors interested in the project attend the pre proposal conference.
Sealed Proposals will be received at Silsbee ISD Administration Building, 415 Highway 327 West, Silsbee, Texas 77656. All submitted proposals must be received by the Assistant Superintendent for Business and Finance no later than April 17, 2014 at 2 p.m. Proposal received after that stated date and time will not be considered.
